could it be for putting corks in bottles? or a sizer for hand diped candles although it would not be that old as it is made of aluminum or an early version of a pasta measure

It's a donut cutter. Just roll out the dough, and push this along. The top rolls and cuts the individual donuts. Mmmmm.........homemade donuts. Who's hungry now?

I would like to see this donut cutter in action, I can't imagine how this works effectively and where are the donut holes?
