Title: JoAnne Captures Foam Or Suds On Route 104 Roadsides Today

Hi Henry,
Saw this foam or suds on Rte 104 roadsides today. Result of something put on the roads this winter???
I saw it accumulated in several places  on the roadsides, with smaller amounts in the roadway.

Does salt brine do that?  Did they use salt brine on rte 104?

Can anyone give me the exact location of any of these suds ?
