Fairfax - Carroll J. Robtoy, Sr. a longtime area resident passed away unexpectedly Monday May 7, 2007, at his home.
Funeral arrangements are incomplete at this time and will be announced in Friday’s edition of the St. Albans Messenger. Assisting Carroll’s family is the Heald Funeral Home of St. Albans.
