Not sure where the Fairfax 1 substation is, but Vermont Electric Cooperative plans to upgrade it:

JOHNSON — Vermont Electric Cooperative, Inc. officials announced that significant system upgrades will be made at the Fairfax 1 substation in August.

The distribution lines connected to this substation supply electricity to members in the Fairfax, Fairfield, Fletcher, Georgia, and St. Albans area. Severe storms, and aging substation and transmission line equipment have caused more outages than expected for this area.

There have been at least 12 major outages in the past 36 months in this area, according to Vermont Electric Cooperative officials. The upgrades will improve the service to about 1,100 of the company’s 34,000 customers.

A planned outage is scheduled to complete the construction from 11:30 a.m. to noon Aug. 14 (rain date Aug. 15).

When I talked a while back with the CVPS people, they showed me some insulators of an old style that the repair man told me they were going to have to replace as they were continually breaking and cracking and causing power outages.  I took some pictures and if you want to see what I am talking about, click on the following link:
