Fairpoint to expand high-speed Internet access

A quote from the article in the link below says that in 2010:

"The locations of the 51 exchanges are divided among all 14 Vermont counties. Once this work is complete, Addison, Chittenden, Franklin and Grand Isle counties will have full coverage."
