ST. ALBANS CITY — Under an agreement with the City of St. Albans, the developer of a proposed Wal-Mart will purchase four downtown buildings and renovate them at a projected total cost of $2.5 million, according to City Mayor Marty Manahan.
There is also the potential for as much as $750,000 in cash payments to the city, bringing the possible total investment to $3.25 million.
