"Bill suggested the Board issue a standing order for Don Pigeon to hire Stanley at his discretion so long as it is within his budget. This will ensure the Selectboard maintains hiring rights. Suzanne will draft an order for Board review."

As I read throught he minutes of the board meeting, this particular item caught my attention.  Can someone provide more background information about this item?  What does this pertain to?  What hiring rights are the Selectboard seeking to maintain, and why?

I was at the meeting, and it is my understanding that Stanley is a usual fill in driver when Don needs help at certain times.  Don is very responsible with his budget.  The board agreed Don was very capable of running his department and could make the decision as to when he needed Stanley to fill in at his discression, provided his budget allowed, without asking for permission from the board every time..  Regarding "hiring right", I believe this simply refers to Don using Stanley because he has been previously approved to serve the town's highway department.
