Seems to me that 3+ million would also include tuition for middle school and high school students going to Fairfax, Lamoille, St. Albans, etc.. Yes?

Exactly. I believe approximately half (give or take) goes toward the middle/HS tuition, which covers over 100 students + 130ish at the school  (total over 200, 1/5 of BFA student body, about 1/4 of budget). Fletcher has no control over the tuition part of the budget only what covers the school. As it stands BFA has the lowest yearly per pupil cost of  the schools Fletcher sends students to. BFA routinely comes in under the state average.

The schools send out fliers each year with all this information and more. The boards hold budget meetings & presentations for people to ask questions. They will explain where/how it's budgeted. Your opinion likely won't matter, but you're free to give it, to those making the decisions, which might make you feel better about the money spent.
