DESCRIPTION OF INCIDENT
On January 14, 2011, at approximately 1341 hours, Vermont State Police (VSP) in St. Albans was notified of a suspicious complaint that investigation revealed was an attempted burglary at a residence in Georgia, VT.  The homeowner at this residence arrived home to find a vehicle backed-up to her home's garage.  One male was seated inside the vehicle, while another male appeared from the home's porch.  At this time, the males fled the area.  The homeowner was able to provide VSP with the vehicle's plate and the vehicle was subsequently located in Saint Albans City.
 
The operator of the vehicle was identified as the registered owner, Eric Walsh, age 31, from Saint Albans. Walsh was subsequently taken into custody and the vehicle was seized as evidence.  Shortly after, VSP located the other involved male, Clark Clapper, age 37, of the Georgia. 
 
Both males initially denied all involvement and Clark Clapper, who had gone to the home's door, stated he simply wanted to ask for directions, while Eric Walsh stayed inside the vehicle.  Later, the males revealed that their true intent had been to burglarize the residence until they were interrupted by the homeowner.
 
During the investigation, VSP was also notified of another residential burglary in Franklin, VT.  The property had been forcibly entered and several items were stolen, which were seen inside Walsh's vehicle.  Clapper and Walsh again, initially, denied involvement with this second residence, but later admitted to being at the Franklin residence as well. 
 
Both males were lodged at the Chittenden County Correctional Center in connection with these two incidents.

DESCRIPTION OF INCIDENT
 
On January 17, 2011, the Vermont State Police (VSP) St. Albans Barracks conducted a search warrant to a vehicle that had been seized in connection to an incident reported on 1/14/11.  From the previous incident, VSP was aware of one burglary and one attempted burglary, for which two males were taken into custody.  The males were identified as Eric Walsh, age 31, from St. Albans and Clark Clapper, age 37, from Georgia. 
 
As a result of the search warrant, VSP recovered more items that investigation revealed to have been stolen from a residence in Swanton on that same day, 1/14/11.  The victim of this third crime hadn't yet reported the incident, as he was not yet aware that the items had truly been stolen.   
 
Consequently, Clark Clapper and Eric Walsh now face more criminal charges, in addition to their previous charges, for which they will be arraigned on 1/18/11. 
 
Furthermore, VSP also located a ladder system used for tree stands during hunting that is still in its box.  At this time, VSP has not been able to identify its proper owner and is asking anyone with information, pertaining to this item, to please contact VSP St. Albans Barracks at (802) 524-5993.  It is believed that the ladder may have been stolen during the same day as the other crimes, 1/14/11.

SUMMARY OF INCIDENT:
 
On 01/17/2011 at approximately 0245 hours the Vermont State Police responded to Georgia Mountain Road in Georgia, VT after a report of a residential burglary. 
 
State Troopers were notified that a vigilant neighbor had intercepted the offenders, 18-year-old Bryant Nichols of South Burlington and 20-year-old Cory Terry of Milton, as the two attempted to flee the area following their burglary spree.  Nichols and Terry were found to be walking away from their victim's residence wearing snowshoes stolen from the residence. 
 
The subsequent investigation revealed that Nichols and Terry had burglarized two different residences during this incident.  Troopers were able to locate the stolen property buried in a nearby snowbank.
 
Nichols and Terry were subsequently placed under arrest for Burglary and transported to the St. Albans Barracks for processing.
 
At the conclusion of the processing, both Nichols and Terry were transported to the Chittenden County Correctional Facility where they were lodged for lack of $1000.00 bail.
 
The Vermont State Police - St. Albans Barracks commend the neighborhood awareness and vigilance exercised by the members of the Georgia Mountain Road community during this incident.  The State Police urge all communities to be vigilant of any suspicious persons and vehicles in their neighborhoods as a first-line of defense against criminal activity.

SUMMARY OF INCIDENT:

On 3-18-2010 at 13:07hrs Rita Palmer of Bronson Road In the Town of St. Albans Vermont called to report that someone had entered her residence and removed (2) televisions, a camera and some tools.  The Franklin County Sheriffs Office working with the Vermont State Police obtained information in regards to the location of the stolen property.  On 1-17-2011 The Franklin County Sheriffs Department with the assistance of the Vermont State Police executed a search warrant at 512 Bronson Road in the Town of St. Albans Vt.  The Sheriffs Department reports that it was able to recover a stolen Television and a set of Tools that were taken from the Palmer’s residence on 3-18-2010.    This is the residence of Clark Clapper DOB 9-13-1973 who is pending charges in regards to the possession of the stolen property…

On Monday, January 17, 2011 the St. Albans Police Department investigated several burglaries. These incidents occurred sometime between late Sunday evening and the early morning hours of Monday, January 17, 2011. The area businesses affected were: New England Central Railroad on Federal Street, Franklin County Community Action Center and Robert Martell’s Construction both on Lemnah Drive. Items stolen ranged from spare metal railroad parts to a construction generator, a Topcon slope grade laser, and assorted Dewalt power tools. An investigation is on-going at this time. St. Albans Police Department

On 01/17/11 New England Central Railroad reported a larceny of approximately $2,000.00 worth of steel plates used to repair the tracks from. The steel was stolen from their rail yard on Aldis Street.  On 01/21/11 the St Albans City Police arrested two St Albans men in connection with this larceny.  Arrested were: Randy Bard 19 and Brett Elliott also 19, both of St. Albans City.  The men admitted taking the steel and selling it at Hodgdon Brothers Salvage yard in Swanton.  Bard and Elliot were issued citations to appear in court on 02/28/11 to answer to the charges of Grand Larceny.

St. Albans Police also issued three Civil Violation tickets to Hodgdons Brothers Salvage Inc for violations of Vermont Scrap Metal laws. The fine attached to the three tickets is $1,000.00 each.
