Witnesses say they saw a middle-aged woman with short blonde hair bring the bloody, dripping raccoon up the steps and angrily whack it against the white double doors, smearing them with blood. Several observers said they thought the animal might have been hit by a car nearby, and that the woman may have been upset that no one from the city came immediately to collect it.
"That’s disgusting,’’ said Bill Blair, a Fairfax resident who was visiting the building to pick up birth certificates.
