Henry, could you please post the following update on your forum:
 
We have spoken to the insurance salesman that volunteered to create the safety kits as well as our volunteer that arranged for him to come.  Our volunteer was aware that he was an insurance salesman because it was on the materials when she saw him at another venue and contacted him subsequently to provide this free service during our Fire & Safety Day Event.
 
To clear up some confusion, there was a card at Fire & Safety Day that families wishing to receive safety kits were asked to complete to allow the insurance salesman to deliver their kit(s).   By completing this card (as indicated on the card), permission was given to the salesman to solicit business.
 
After speaking to the insurance salesman both on the phone and in person, we were told that he uses his personal funds to provide this service and is donating his time.  He did not feel comfortable giving the remaining kits to the Co-Liaisons, but rather preferred to deliver them himself.  If you would like your kit(s), please make arrangements with him to deliver them directly to you.  He stated that he intends to call the handful of families remaining and shred those that are undeliverable.  He has told us that if you're not interested in insurance that he will respect that decision. 
 
Certainly, we have learned a lot in this whole process and we apologize for any confusion or concern this has caused.  Our previous venue for making these kits, the Franklin County Sheriff's Department, no longer provides this service, nor do any of the other law enforcement agencies we contacted in our area.
