Seems to me somewhere  I heard rumors that Fairfax was cutting back on road spending because of this, but may be wrong:

The House and Senate have wrangled over whether to make full quarterly payments to towns in April, having reduced the payments by 15 percent in January because transportation revenues have been shrinking.

Lawmakers decided towns were counting on the April money to carry out spring road projects. The fate of future payments is less certain and will be settled in negotiations over next year's total spending plan.
