, subject to corrections and/or additions at the next
Selectboard meeting. Those corrections and/or additions will be written
to the original minutes. If you, the viewer, wish to personally
see those changes, you will need to go to the Fairfax Town Office to view
those changes as written on the original paper copy.
Any time the Selectboard "amends" the previous weeks' minutes, there will be a
statement to that effect in the minutes of the meeting at which the "amending"
occurred.
Selectboard members Judy Cleary, Bill Ormerod, Doug Webb and Charlie Swanson were present at the meeting. Also present were Erin McSweeney, Don Pigeon, Randy DeVine, Colleen Steen, Steve Bessette, and Lee Denizot. These minutes are unofficial until approved by the Board at the next regularly scheduled Selectboard meeting.
The meeting was called to order at 7:00 pm. Don reported that Mark Labrie has submitted an access permit application on Rood Mill Road. Erin will give a copy to Skip. Charlie has spoken to Ruggiano Engineering regarding the River Road project. He is waiting for the permit from the Army Corps of Engineers.
Don informed the board that the Pilon Road culvert project was completed on Wednesday, June 7th. Linda Bodette, Better Backroads Technician for the Northern Vermont Resource Conservation & Development Council, was on site all day Wednesday observing the project. Also, Don said that paving on Rood Mill Road, River Road, Carroll Hill, and at the Fire Station is now complete.
Don met with Judy Cleary and Sam Hudson regarding the Forest Management Plan. One of the first things to be done will be to put in an access road, and remove the dead trees. When the leaves have fallen off the trees, the boundary lines will be marked.
Randy DeVine distributed the water and sewer reports for the month of May. Randy reported that May 2006 had the lowest monthly demand ever in the month of May. Sewer discharge was higher than average due to the abundance of rain during the month of May. (9 inches).
The recertification process for the sludge field is now complete, and the Town is now recertified. Randy will be on vacation between June 21st and June 28th.
Doug Hensen, Vice President of Lamoureux & Dickinson Engineers, and Paul Bean of Mill Hill Development, LLC, addressed the board regarding Paul's proposed single-family home development in Buck Hollow Heights. The hook-ups to the private sewer and the drilled wells needed to serve these properties were designated for these parcels in 2004.
Bill made the motion to accept the minutes, and Charlie seconded. 3 board members voted in favor of accepting the minutes with one amendment, and one board member abstained.
The board discussed a letter from the Northwest Regional Planning Commission regarding the submission the letter of intent for the Transportation Enhancement Grant application, which is due August 18th. Charlie informed that board that a feasibility study will have to be done for the proposed project.
The board also discussed a letter from Jon Kaplan awarding the Safe Routes to School grant to the Town of Fairfax. This grant is 100% funded.
Judy spoke with Sharon Horr regarding a patron of the community library who has had books out for 2 years. Sharon has sent overdue notices and would like to take the person to court because one of the books belongs to the State Department of Libraries. The other book is out of print. The total cost of the 2 books is $40.00. Bill made the motion to not recommend the Town take the person to small claims court. Charlie seconded. All board members in favor of not recommending the Town take the person to court.
Judy read a document from Amy Sears of the Fairfax Water and Sewer Department regarding a delinquent account. The document outlined a payment plan for the balance of the account. Bill motioned to accept the payment plan per the terms of the document. Charlie seconded. All board members in favor.
OTHER BUSINESS: The board reviewed an e-mail from Deb Markowitz to Colleen Steen responding to Colleen's concerns about a boundary adjustment that was done by Skip Taylor on Shepardson Hollow Road. Skip will address any questions the Selectboard has at a future Selectboard meeting.
Charlie stated that Rob Hall informed him that the sidewalk permit should be issued this week. Erin will call Aulis Brothers regarding the project and what their proposed timeline is. Charlie also stated that he will consult with Randy regarding the Request for Proposal for the WWTF Expansion project.
Bill received an anonymous call regarding the old Tracy farm. The caller stated that the owners were burying hazardous waste on the site. A representative from the Agency of Natural Resources made a site visit and determined there was no hazardous waste being buried on the farm. Bill also reported he has had calls regarding 4 wheelers being on private property. Bill has been told that the State Police will not pursue these types of calls.
Judy received a call from someone who found a dead red-headed woodpecker on their property. When Judy called the Department of Health, she was told they would not be able to test it for a couple of weeks.
Judy also reported that she made a site visit to a house with a dog that bit someone in New York State, but is registered to a resident of Fairfax. The Department of Health asked Judy to visit the home 10 days after the bite to see if the dog is healthy. Judy reported that it appeared to be healthy.
The board continued to review the by-laws.
PUBLIC INPUT: Colleen Steen suggested that the Town request funds for a feasibility study for the 104 & 104A corridor.
Lee Denizot expressed concern regarding the previously mentioned boundary adjustment on Shepardson Hollow Road. She also mentioned a sign that was put up on Village View Road is in violation of the by-laws, and is still up. She also expressed concern regarding a 3 story building that will be built in town.
There was no Executive Session this meeting.
The Selectboard meeting was adjourned at 10:00PM.
