, subject to corrections and/or additions at the next
Selectboard meeting. Those corrections and/or additions will be written
to the original minutes. If you, the viewer, wish to personally
see those changes, you will need to go to the Fairfax Town Office to view
those changes as written on the original paper copy.
Any time the Selectboard "amends" the previous weeks' minutes, there will be a
statement to that effect in the minutes of the meeting at which the "amending"
occurred.
Selectboard members Jeff Blake, Judy Cleary, Bill Ormerod, and Doug Webb were present at the meeting. Also present were Erin McSweeney, Randy DeVine, and Skip Taylor. These minutes are unofficial until approved by the Board at the next regularly scheduled Selectboard meeting.
The meeting was called to order at 7:00 pm. Randy interpreted the Monthly Water System Operations Report and the Water Usage Report for September. He also reviewed the Sewer Status Report, which is reviewed twice a year, in April and October. Erin will notify the people awaiting sewer allocations that the list has been reviewed.
Randy also summarized the work that has taken place with Dubois & King for the WWTF Expansion Feasibility Study.
Judy and Randy discussed the progress of reading of water meters they have been working on. Randy will post a shut off notice to one tenant in an apartment building, as there is an outstanding balance due. Jeff and Bill reviewed the Water & Sewer Ordinance and advised Randy of the $25 disconnection fee and the $25 reconnection fee.
Skip Taylor reviewed the Zoning Administrator's Activity Report for September 12, 2006-October 16, 2006. Skip discussed the Road Naming Ordinance and whether the current ordinance should be updated. Jeff suggested getting Steve Bessette's input to find out what the requirements are for the 911 system.
A permit application submitted by BFA for a small addition was reviewed. 3 board members were in favor of waiving the $100 permit application fee, and one board member was opposed. The board will waive the application fee and return the check issued by the school.
Bill motioned to accept the minutes of the September 28th meeting with Dubois & King regarding the WWTF Expansion Feasibility Study as written. Judy seconded. All board members voted in favor.
Bill motioned to accept the minutes from the October 2nd Selectboard meeting as written. Judy seconded. All members voted in favor.
Judy motioned to appoint Cindy Hoffman to the position of Library Trustee until the next general election. Bill seconded. All board members voted in favor.
Doug motioned to accept Lisa Gaudette's resignation from the Development Review Board. Judy seconded. All board members voted in favor.
Doug motioned to appoint Barbara Murphy to a full-time member of the Development Review Board for a four year term which will expire on October 16, 2010. Bill seconded. All board members voted in favor.
The board discussed a letter from Gordon Raymond on behalf of the Board of Directors of the Buckhollow Heights Homeowners Association. The Association asked the board if a sign could be put up on Buckhollow Road north of Village View Road to warn drivers to slow down due to a blind drive. Bill motioned to have Don Pigeon purchase and install the sign, and to cut the brush at the end of Village View Road. Judy seconded. All board members voted in favor.
OTHER BUSINESS: The board discussed Clean Green's contract, which was extended for 2 more years. Donna Meunier, Town Clerk, expressed concern about the traffic around the school on Election Day, particularly between the hours of 7:30-8:30AM and 2:30-3:30PM. Erin will contact Ted Cantwell to ask whether he is available to direct traffic. Erin will contact the school to request that people not park on Hunt Street across from the old gym portion of the building to allow for voters to park. Jeff will follow up with a resident who reported she has many stray cats on her property. Jeff informed the board he has not heard anything further from the Fire Department about greasing of the fire hydrants in town. Judy will follow up with Dean Potter.
Erin will draft a reminder to the residents of White Pine Road and Clark Road to put all trash to be picked up in the designated area and in animal proof containers to help prevent trash from being strewn all over roadways and nearby properties. Jeff reviewed the water and sewer checkbook balances. Bill discussed a new technology being used in the Portland, Maine area used to obtain water meter readings.
