7:00 PM J. Heyer called the meeting to order. There was discussion regarding recognition for a recently resigned employee
The minutes from November 3, 2010
were reviewed. J. Beers made a motion to
approve the Minutes
from November 3, 2010. M. Varney second. All in favor.
Skip Taylor requested an expedited boundary adjustment hearing with the DRB to address an incorrect boundary on properties at 7 and 15 Maple St. Correct boundaries are needed to allow closing to proceed. Hearing scheduled for 7PM, December 8, 2010.

8:00 PM Paige Estates: Paper
map presentation. 2007 map in file; new
map never presented to the DRB. Site
plan was presented 6/24/2010. Road is
different due to 9 buildings as opposed to 8 – approx. 80 feet longer. Easements for sewer lines shown on
11/10/2010 paper maps. Property
plat/condominium plan sidewalks shown in areas requested; landscape details
identified. Recording information incorrect – needs to be changed to eliminate 2nd
page citation (minutes from DRB hearing on 7/21/2010).

11/03/10) Billado and Palmer (Saxon Oaks Co.) Final Plat Hearing for a 5 Lot
PUD at 44 Goose Pond Rd.

not sign in.)
7:17 PM Re-convened from 11/03/10 to address previous questions regarding 1). Visual blockage from access onto Goose Pond Rd. 2). Road location concerns along the eastern property line, 3) Vegetation for visual buffer along eastern boundary, 4). Neighbors’ well concerns. Introductions were made, the Public Notice was read, and attendees signed in. Interested parties were sworn in. Warren Palmer made the presentation.
Road access and name permit signed by the Selectboard 11/15/2010. Sight distance concerns were addressed. Warren Palmer met with the road foreman and measured the distance to the left from the proposed road at 215’ (above the 200’ minimum). It was determined that there was no visual blockage by the trees.
The road has been moved off the eastern boundary by 10’ but this encroached on the well on Lot #5. Addressed by shortening the road, moving the driveway for new house (PUD allows road frontage non-conformity). Discussion on how to meet criteria of Hammerhead – needs to be 35’x35’.
New road location marked and walked; existing foliage provides significant buffering. Ammendment to Covenant re: vegetative buffer presented and read. Question to road’s proximity to neighbors’ boundaries found to be not a concern after walking the new road location.
Neighbors’ well concerns discussed. Warren Palmer noted there was no way to predict the affect of new wells on existing ones but felt there was unlikely to be one. This is a State issue for proximity and buffer zones.
Board requested new paper survey maps to show 10’ buffer and hammerhead as finalized.
Vincent Redding appreciative of Palmer’s efforts.
C. Rainville moved to close the hearing. J. Beers seconded.
