7:30 PM G. Heyer called the meeting to order. The minutes from October 21, 2008 were reviewed.
M. Hunziker made a motion to accept the Minutes from October 21, 2008. A. Lemieux second. All in favor.
The upcoming seminar on December 17, 2008, (delivered via Vermont Interactive Television, regarding Municipal Zoning Bylaws After September 1, 2011), was discussed. S. Taylor, ZA, and A. Lemieux will both attend.
S. Taylor brought up the Municipal Planning Grant that was applied for, to update the current Bylaws in keeping with the new Town Plan. No decisions have been made yet. The Town hopes to be awarded the full amount that was requested in the Application; however it is possible they may only receive a partial award or no award at all.
There was much discussion on the definition of rooming and boarding houses. Issues included:
a) Owner occupied homes with rented rooms
b) Number of rooms rented
c) Sewer and Water requirements in Growth Center
d) State program – Home Share
e) Non- owner occupied homes with rented rooms
S. Taylor offered to research the definitions for rooming and boarding houses that other Towns use.
A. Lemieux asked about the wording in the Bylaws regarding an area for garbage. Article III, Section 302.12 and Article IV, Section 408.11 were reviewed.
There probably will be no meeting on December 16, 2008 unless the Planning Commission receives positive news regarding the Municipal Planning Grant. They would like to discuss strategies with G. Brunswick if and when an award is granted.
